Hazardous Materials: Incorporation of ASME Code Section XII and the National Board Inspection Code
The Pipeline and Hazardous Materials Safety Administration is amending the Hazardous Materials Regulations to incorporate by reference the 2015 edition of the ASME Boiler and Pressure Vessel Code Section XII and the National Board Inspection Code Parts 2 and 3 for construction and continued service of cargo tank motor vehicles, cryogenic portable tanks, and multi-unit tank car tanks. PHMSA states the updates will achieve cost savings and regulatory flexibility without compromising safety.
Why it matters: This final rule, effective October 28, 2026, establishes new standards for companies and operators that design, build, inspect, or maintain transport tanks subject to hazardous materials regulations.
